    Each service carries its own length, so a two-minute question and a twenty-minute application are not averaged into one misleading number.

And the rule underneath it

Position is worked out from arrival, not from who is standing closest to the desk. The board shows who is up, the customer's own phone shows their place, and when somebody with an appointment arrives the rule for who goes next is the same rule for everybody.
