How the wait is worked out
Jobs carry their own durations, which matters more here than anywhere: a fifteen-minute job and a half-day job in the same queue make any flat per-customer estimate useless.
And the rule underneath it
A drop-off and a waiter want different things, and the queue can say which is which. Booked work keeps the bay time it was promised, walk-in work fills what is genuinely free, and the customer sitting in reception can see their place move instead of asking the desk every twenty minutes.
